On 15 July 2021, the Department of Jobs, Precincts and Regions confirmed that the application for Exploration Licence 007346 by Stavely Minerals Limited has been accepted.

Environment Impact Mitigation
All operations undertaken by Stavely Minerals will be conducted to ensure minimal impact on the existing land use, environment and community.
Site Risk Assessment
Drill collar locations will be selected and sites designed to ensure maximum protection of environment, social and land-use factors.
All drill sites will be flagged to prevent access by unauthorised personnel. Any person entering the drill area will be required to be inducted by the on-site driller. All relevant personal protective equipment must be worn.
During the drilling phase, a Stavely Minerals' employee or contract representative will be present in the project area.
Pre-existing tracks and roads will be used to access drill sites where possible. Where additional access is required it will be done in consultation with the landholder and will be rehabilitated upon completion of the programme.
Stavely Minerals has an active program to reduce the noise generated during drilling as well as placing noise reducing barriers between the operations and nearby residences.
Stavely Minerals uses noise loggers as part of an ongoing noise monitoring process. A weather station is used to collect real-time environmental data including wind speed and direction that can be correlated to the noise monitoring data.
Mufflers on the drill rigs have been changed to reduce exhaust noise. Acoustic panels have been placed on the sides of the drill rig engines to reduce engine noise. Heat generated by the engine makes it impossible to fully enclose the engine.
The drillers are instructed to make every effort to reduce noise. They have been proactive in this and are targeting metal on metal noise. In an effort to reduce this, they installed rubber conveyor belt material on the sides of their rod slew and the mast to reduce metal on metal interactions.
As sound waves travel in a straight line, Stavely Minerals has been able to further reduce noise for neighbouring residents by placing a barrier between the drill rigs and nearby residences.
Large square hay bales are readily available in most farming areas. Using these 2.4m L x 1.2m W x 0.85m hay bales to construct a solid wall 15 metres long and 3.4 metres high, obstructs and absorbs the noise for the nearest residents.
Local farmers are employed to shift the hay bales to new locations when each drill rig is moved to a new location.
Drill collars will not be sited any closer than 100m from an occupied residence. RC drilling hours will be from 7am to 6pm. Diamond drilling will be conducted in two 12hr shifts per day. This will reduce to one 12hr shift when drilling close to residences.
Drill sites will be selected so as not to disturb any natural drainage lines. There will be no discharge of water or drilling fluids. It is anticipated that minimal groundwater will be intercepted. All water, including water injected into the hole during drilling will be contained in cascading water tanks on the surface. A septic truck will regularly collect and dispose of the drill fluids at an approved landfill site. Biodegradable drilling fluids will be used to ensure minimal impact on groundwater.
A small amount of dust is expected to be emitted from the drill rig on occasions while RC drilling is in progress. All dust mitigation devices and techniques will be employed to minimise this emission. No dust is emitted from diamond drilling.
Fuel and Hydrocarbon Storage
During the drilling programmes, fuel will be either stored in a fuel truck or if it is stored in containers they will be underlain by plastic sheeting and a bund will be constructed.
Stavely Minerals takes fire preparedness and prevention very seriously. An ex-CFA Fire Brigade Captain, with more than 30 years’ experience as an active firefighter, is on staff.
Preparation for the Fire Danger Period:
Weather forecasts are monitored and CFA warnings factored into all planned activities. On days of Total Fire Ban and Machinery Stop Work, there will be no drilling, maintenance or movement of drill rigs, no vehicle movement in paddocks, and all drilling personnel leave site for the duration of the ban.
All drilling rigs are equipped with fire suppression units that can be engaged in case of fire. In addition to this, numerous fire extinguishers are placed around the drill sites.
A dedicated firefighting trailer is located in the vicinity of the drill rigs.
All vehicles are diesel-powered and carry a fire extinguisher.
Stavely Minerals’ Fire Response and Readiness Plan is set by the operating standard required by Licence Conditions, under the Code of Practice for Mineral Exploration and relevant legislation.
Sites will be selected to ensure minimal vegetation disturbance. Sites with previous disturbance will be selected in preference to removing vegetation and no native vegetation removal is required.
The vast majority of EL007346 is used for cattle grazing and forestry.
Preparation of the site for diamond drilling will be done in consultation with the landholder. The preparation will involve removal and setting aside of the top soil and subsequent laying of thick plastic sheets beneath the entire site, or the use of coconut matting to protect the soil ecosystem from mechanical disturbance or chemical additions. Following the completion of drilling, shallow scarification will be undertaken to remediate compaction, and if the topsoil was stockpiled, the top soil will be replaced.
When selecting drill collar locations, consideration will be given to possible fauna roosts, nests or general habitat. Operators will ensure there is no disruption to native fauna such as birds, reptiles or marsupials that may enter the drill site after drilling has commenced.
Waste, in particular food scraps, will be appropriately stored and disposed.
Stavely Minerals is committed to fully rehabilitating farmland and the environment immediately following its mineral exploration activities.
Prior to drilling of an exploration site, a photographic record is taken and any significant vegetation is identified and fenced off.
All reasonable measures are taken to minimise the impact of the drilling operation on the environment.
Cut any protruding drill collars to 40cm below ground level and plug the hole
Backfill hole and mound with surplus material to allow for settling
Restore original land contours of drill site
Remove all foreign material and samples and dispose of in an approved waste facility
Shallow rip of the site and associated access tracks (if required) to overcome soil compaction
Apply seed to achieve desired rehabilitation outcome (eg. pasture, crop, native seed) if required.
Upon completion, all drill sites will be fully rehabilitated to their natural state in accordance with the Mineral Resources Development Act 1990 (“the Act”).
Environmental Monitoring and Auditing
Safety and Environmental monitoring will be conducted by qualified / experienced site personnel prior to and after completion of each drill hole. Site audits are then conducted on a regular basis.
Health and Safety
Stavely Minerals has an Occupational Health and Safety (OHS) Policy. The policy aims to provide a safe and healthy working environment.
Stavely Minerals has employed highly experienced Community Engagement Specialist, Lyall Grey, as Stakeholder Relations Manager to ensure effective communications and engagement at all levels.
Lyall has a proven track record in proactive stakeholder engagement – particularly with farmers and regional communities – communications, crisis management and media relations in mining, construction and government environments.
He was the Senior Community Engagement Officer with the Victorian Government’s Minerals Development Victoria during the Stavely and North Central Victoria Goldfield Ground Releases.
He helped to build landholder and stakeholder confidence in minerals exploration, in line with Victoria's Minerals Strategy. He developed a greater community and stakeholder understanding of exploration, land access and regulatory safeguards as part of the Government’s new approach for minerals exploration.
To achieve this, he built effective relationships with a range of stakeholders in the community, including: private landholders, agricultural networks and Landcare groups; local government, catchment and water management authorities and other relevant Government agencies.
Prior to this role, Lyall completed a nine-month contract with the John Holland Group managing community engagement and communications for the Melbourne Water Brighton Main Sewer rehabilitation project - which impacted on residents and other users along 4.5 kilometres of Brighton's iconic Beach Road and Bay Trail.
Melbourne Water’s post-project survey returned a Brighton Customer Satisfaction result of 4.3 out of 5 for community engagement, despite the close proximity of the workplaces to residential properties.
His awareness of stakeholder sensitivities, coupled with the ability to manage community concerns and expectations appropriately, was also demonstrated in his other roles such as:

While COVID-19 has made community engagement more challenging, Lyall has produced a Stavely Project newsletter, a factsheet series for the Company website, coordinated an Australia Post mailout to all landholders in the Stavely Project area, placed timely information posters in shop windows and used existing community social media pages to maximise community engagement.
Landholder information briefings have recently been conducted. Community information briefings have been planned but forced to be cancelled due to COVID-19 restrictions. These will go ahead as soon as practicable.
Proposed Work Programme for EL007346
EL007346 is located in the Stavely Arc, western Victoria and is prospective for porphyry, volcanic massive sulphide and epithermal copper-gold mineralisation. EL007346 is located adjacent to the Company’s existing tenement portfolio in the Stavely region. On adjacent retention licence (RL2017), Stavely Minerals have discovered shallow, high-grade, structurally controlled copper-gold-silver mineralisation (Cayley Lode) on the ultramafic contact fault at the Thursday’s Gossan Prospect. The Company is currently undertaking a resource drill out of the Cayley Lode mineralisation.
Below is an outline of the proposed exploration program for the five-year tenure of EL007346.
Early-stage exploration will be conducted with the objective of selecting exploration targets. The first step will be to engage with the local landholders in the area. Exploration activities will include the compilation and review of historical open file data and available geoscience datasets. Exploration targets will be identified from the available geoscience datasets, historical open file data, field reconnaissance and structural interpretation. A gravity survey has been planned. Gravity has been found to be effective in identifying porphyries.
During the second year, a first pass reconnaissance aircore drilling program will be conducted to test areas of interest. A review of the exploration targets identified will be undertaken and they will be ranked in preparation for further exploration.
Year 3 to Year 5
During Years 3 to 5, diamond drilling will be conducted to either follow-up previous drill targets or test new drill targets.
